The Pokémon 25th Anniversary Collection is a 28 card set that includes Legendary and Mythical Pokémon as well as several special Pikachu cards such as Surfing Pikachu VMAX and Flying Pikachu VMAX.

Each Pokémon 25th Anniversary booster box comes with 16 packs and 5 cards per pack.  All 5 cards are holographic.

The Pokémon 25th Anniversary Collection Special Set was released in October 2021. This is a Japanese language Pokémon set.
